Unfortunately, not necessarily. The OPK don't tell us 100% that O has occured (or when). They simply detect a hormone that triggers ovulation about 24-48 hours after it reaches a certain concentration in your blood******, that then finds its way out through your urine. So it can be the case that you have the surge of hormones, and your body for whatever reason "decides" not to ovulate and then in a few days or weeks you will surge again and then ovulate.
Just to add more confusion, you can surge and have it totally leave your blood******/urine and your test go negative before your ovary gives up that egg, and also you can have the surge, ovulate, but it takes your body a while to get rid of the stuff so you can have positives on the OPK still but already have ovulated. So you unfortunately can't use the negative OPk to verify if and when you Oed.
OPK - they suck, but they're all we have.
